Changes in New York’s sex offender laws have left some police officers wondering what the requirements are. Kingston N.Y. officials were trained on the changes at a meeting held earlier this week by a representative from the New York State Association of Chiefs of Police.
Even though laws requiring sex offenders to register have been in place for 13 years, the law has changed many times. In 1996, the Internet was not as popular as it is now. And sex offenders didn’t have as many opportunities to search for victims before social networking sites such as Facebook became so popular. Sex offenders must provide Internet screen names and IM handles when they register.
In New York, offenders are classified as high-risk, medium risk and low risk. High risk sex offenders provide authorities with pictures every year while the others provide new pictures every three years.
The class also helped police establish strategies for monitoring sex offenders. It was recommended that the sex offender should be given appointment cards that indicate when they have to report again.
